Having and then maintaining a good budget are key to the financial security of the township. Kimball Township is failing in their budgeting.

A good budget sets the tone and direction of your township. Budget 101 will tell you that if you are spending more money than you bring in, you are going to have problems. Preparation of the budget is the responsibility of the township supervisor. For each of the past 4 years, the township budget has specified more money to be spent than is to be earned in revenues. Although contingency funds have been sufficient to cover this deficit, continued failure in budgeting will lead to higher taxes.

The role the budget plays in the month to month operation of the township is also important. If you don't follow the budget, then why bother having one. Yet various departments throughout the township have continually gone over budget. In order for the budget to work this practice cannot continue.

One question I often here is how we can bring the expenses of the budget in line with the revenues. This can happen in one of three ways. The first is to raise taxes, and I would think most of us would say that this is not the route to go. The second is to increase our tax base. Assessments of property must be corrected where there are inconsistency. Development can occur, but that development should stay with a very well defined master plan. The final way is to decrease expenditures.

Now mater how you correct it, there needs to be changes in the budgeting. As your supervisor I will do everything within my power to correct the problems with the budget. Please vote for Robert Usakowski on November 5.
